Institutional Reform and Strengthening
Government institutions continuously struggle to operate in a consistent, efficient, and effective manner towards their different stakeholders, which includes citizens, businesses, international organizations, peer institutions, and other major interest groups. Gaps in the different operational areas hinder the institutional capacity to address the needs of these groups, causing diminished trust in institutional capabilities.
Administrative simplification and e-government as mechanisms towards service delivery become 
important assets in order to make everyday interactions between public institutions and their constituencies more convenient and transparent, as well as in order to make the internal operations more efficient. Through reliable technical, financial, and information management capabilities, institutions can play the role in society to which they have been entrusted.
Alexius uses tools such as organizational assessment, gap analysis, and strategic planning in order to offer solutions to different public institutions. These solutions range from internal and external web applications to workflow process automation and data management to media centers for communication and training - all of which can be applied toward the goal of modernizing an organization in order to offer reliable services to citizens and major interest groups.
Projects in which Alexius has worked to modernize and strengthen institutions are:
- ADA & ICT Sector Positioning
- This project helped strengthen the Armenian Development Agency through positioning the technology sector as a key catalyst in Armenia's economic growth and improving institutional functions.
- Case Tracking System & Property Automation
- Alexius worked with the Nicaraguan government to streamline the process of compensating people for land that was nationalized during the Sandinista administration.
- Central Bank of Armenia Network
- Alexius created an interbank communication network allowing for secure electronic transactions among financial institutions.
- Chamber of Commerce Web Strategy
- Credit Bureau- Central Bank of Armenia
- Alexius partnered with USAID to help the Central Bank of Armenia create a corporate credit registry for commercial entities in Armenia.
- Customs Network- Republic of Armenia
- Alexius developed a network connecting the Customs posts across Armenia, allowing better access to trade data.
- Feasibility Study for a Criminal Case Tracking System
- Alexius developed a system to automate Nicaragua's criminal case tracking system.
- Habitat for Humanity In-Depth ICT Diagnosis
- Alexius performed a nationwide diagnostic determining the most immediate technology threats to Habitat's operations in Guatemala.
- ICT Assessment & Master Strategy
- Overview of ICT Assessment and resulting Master Strategy in Armenia.
- IT Enterprise Incubator
- Alexius helped develop an IT incubator for Armenia in order to increase economic development.
- IT for Development Assessment
- Alexius completed an IT for Development Assessment in Georgia to determine the status of ICTs in Georgia and how they could be better positioned to aid development in the country.
- Labor Inspection Case Tracking System
- Alexius worked with the Guatemalan Ministry of Labor to create a Labor Inspection Case Tracking System which expedited the compilation and analysis of labor data.
- Ministry of Health Project Evaluation: Financial System Integration
- Alexius performed a performance review for the Honduran Ministry of Health and provided recommendations for the implementation of a financial administrative system.
- Ministry of Labor Initiative, Guatemala
- Alexius helped modernize the Ministry of Labor in order to create a more efficient, knowledgeable office.
- National Smart Card Retail Payment System
- Alexius helped plan and implement a credit/debit card system for Armenia, allowing for increased business transactions and from that increased economic growth.
- Open Source Migration
- Alexius worked with the Ministry of Labor in Guatemala to implement a sustainable solution to its information systems platforms, implementing Open Source software with extensive training sessions. Through this, the Ministry has a sustainable cost structure and licensed software, allowing it to better serve Guatemala.
- PRONACOM Competitiveness Diagnostic
- Alexius worked with PRONACOM and the Guatemalan ICT Cluster to define gaps in competitiveness in local and international markets.
- Public Ministry Financial-Accounting System
- Alexius worked with the Public Ministry in Honduras to update their financial-accounting system, allowing them to have better knowledge of and more efficiently use their financial resources.
- Public Ministry: Institutional ICT Strategic Plan
- Alexius assisted the Public Ministry of Honduras in developing its first Master ICT Strategic Plan in order to sustainably develop an ICT infrastructure.
- Regional Labor Modernization
- Alexius partnered with USAID to create the Regional Labor Modernization Program, aimed at reforming the operations of the labor institutions in Central America by using ICTs as a change agent.
